The retraining programs are funded by the Employees Retraining Board. The service target includes unemployed persons aged 15 or above with education attainment of sub-degree or below. In order to help the unemployed persons secure employment, hold down their jobs, and in the longer term be able to gradually develop a career ladder in their jobs, counseling, training courses, placement services and follow-up services are provided.
